It is the beginnings of a good one, but it is lacking in more than a few areas. It is also unclear how much it was used, how effective their outreach about reporting was, etc. Certainly nothing is a silver bullet, I don't hope to convey that threat assessment will prevent every single potential tragedy. Nothing will unfortunately. But the available research demonstrates clearly that threat assessment teams are the most effective current defense against mass casualty incidents.
