Report that to animal control. Dog needs to be put to sleep.

As far as the wounds ago, usually you don’t want to close them up due to the risk of infection, but if they are extensive enough she might benefit from an antibiotic to prevent infection. At least wash them out really well with an extensive amount of running water.
