Years ago my 5 y/o son was attacked in similar manner by a Chow (apparently an aggressive breed) and I initially didn't
call animal control because the owner was so apologetic, assured he would keep the animal in his back yard going forward, offered to help with any medical expenses, etc. Very nice guy.
Well, the neighbors later told me the dog had done this twice prior to mauling my son. Animal control got their first call from me - should have happened after he attacked one of the prior kids.
