Accusations first surfaced in 2005. Bill struck a deal with a prosecutor and
settled out of court. This is why the Pennsylvania Supreme Court overturned his conviction. That deal wasn't honored by the new prosecutor, but the Pennsylvania Supreme Court decided that it needed to be.

Almost certainly not - the Cosby accusations didn't surface until 14 years after this so TIC wouldn't make sense
