When they get into 7th grade. That's seemed to be where having a phone became
a requirement for school and social situations.
At that point teachers expect phone access and friendship does as well.
It made it a bit difficult for Church as some deacons have them before then and some don't, so the kids without will miss out on some activities/events.

12, when they also get the keys to the ministering of angels.but mostly so they can communicate with quorums in circles.
