IMO, the most interesting thing Dodd said is that ND is technically handcuffed
by contract to the ACC for as long as the ACC GoR lasts. Presumably it wouldn't be as hard to get out of as a full GoR would be, but I have to imagine it wouldn't be cheap or easy, either.
