They're probably working on all sorts of scenarios...
1. With remaining 10 schools.

2. With adding 2 B12 schools (like Texas Tech and Oklahoma State)

3. With adding 4 B12 schools (+ Baylor & TCU/Houston)

4. With adding just 2 non-P5 schools like BSU & SDSU.

I'm sure the thinking is that if they can show B12 targets an increase over what they're expected to get in the B12 there's a possibility for success. Obviously, the B12 should be preparing similar numbers based on standing pat or adding P12 schools.

Seems like a bit of a last-ditch effort for the P12. None of the numbers they present will be guarantees, and there are lots of issues associated with the P12 besides the money. But, who knows. It could work, and the P12 Commission would be derelict in his duty if he wasn't doing everything is his power to try and salvage things.
