Partly because I think they collectively still haven't accepted reality both in terms of the impact of losing SC & UCLA as well as that the situation was dire even before losing those two heavy-weights.

Of course, the real question is what will their new TV deal be worth with 10 teams as opposed to how much a school would make as an added member of the Big XII. That's the (multi) million dollar question.
