"Guess" means he's reading the tea leaves based on comments that have been made,
etc.

Like others said, I think the preference is for them to be able to make the PAC-12 continue to work (at least until the Big Ten comes calling), but if it is determined that the PAC-12 is NOT going to work then it becomes harder for them to justify staying. Essentially, that means that as long as no more moves are made by current PAC-12 teams then they can either commit to staying at 10 teams or they can invite 2 teams (San Diego St. and Fresno St. would be my guesses) to get back to 12. Either way, their projected payouts take a huge hit with the losses of USC and UCLA. However, with that current makeup they are still good enough to retain their P5 status (similar to the Big 12 with the loss of Oklahoma and UCLA).

The biggest lynchpin in this is if the Big 12 is able to successfully pull away a couple of schools (like the Arizona schools). If that happens, then the PAC-12 is in a much more tenuous situation and it may be enough to get Oregon and Washington to cut and run to the Big 12. But it goes without saying that with the Big Ten likely staying put for now, the next move will NOT be Oregon and Washington making a move as they seem committed to trying to make the PAC-12 work.
