Then just let the person go.
Keeping them around until the replacement was ready to start indicates they still held value to the organization. OPs frustration at the situation and not having anyone to fill in is further evidence that the original employee offered value to the organization. If they were bad enough at their job to warrant being fired in this market, OP shouldn't really care that the position is now vacant.
