Totally disagree. I think the implication of most targeted programs/legislation
is that Poor people, minorities, or whoever is benefiting is too stupid to make their own decisions. Luckily, us smart, rich folks know what’s best. They aren’t children, and they aren’t stupid.

Free college is probably one of the very few exceptions because there are benefits to society and those other than the actual college student. However, subsidizing schools with student loans and everything else has also driven the price up for everyone. So, there certainly have been trade offs.
