As I understand the NIL paradigm, there is nothing that prevents NIL money from going to kids in high school.

That said, there is not a lot of incentive IMHO for Texas to do this, since they are at the top of the food chain. Why spend money on developing talent when you have a hundred lesser schools who will do it for you? You can pluck a superstar redshirt sophomore with a proven D-1 record to fill your roster?
