Hybrid feels like the best option right now for all the reasons you list
Some in office interaction is critical IMO to keep employees, but requiring every day in the office will lose employees now too. Without any in-office, you build zero loyalty and culture (and loyalty or general sense of belonging does keep people from looking around). But if you require every day in the office people start looking for somewhere that allows remote. Managing productivity of WFH is a total crapshoot and very individual specific. WFH born of Covid has caused some great benefits and also huge challenges for running an org.
