I would imagine that local qualifiers will always be an option for The US Open
Since that is the beauty of that event. That will probably be the only option if they are not a past champion.
I think if you design a tour that inherently would never qualify for the world ranking points, and recklessly tell all the players that you pay to sign up that they will never be suspended. You end up with a bunch of screwed players, who probably should have known better and done the math them selves
