Corn Pop Intervention Needed
Frequently? No, it's extremely rare for there to be any acknowledgement that a
game was poorly ref'd. It usually has to be extremely egregious, which that 2013 game didn't have any extremely egregious, caught on camera, went viral mistakes by the refs.

The refs not blowing the play dead after a clearly incomplete pass, as we saw vs Wyoming, would somewhat qualify for that, but it lacks the ability to go viral as it really didn't change all that much of the game.

All that said, nothing ever justifies fans throwing stuff at the refs. Ever. That was an embarrassment and should never happen again.
