What do the rules say on the phantom fumble rumble play?

Obvious incomplete pass. refs let the play develop because none of them had line of sight to the turf bounce. fine. I think they made the right call in letting the play develop. After the incomplete pass, there was a BYU penalty during the return. A blocking penalty that never would have happened had they blown the play dead appropriately.

Seems like you either give BYU the Turnover AND the penalty, or you give them neither. How do you assess a penalty for a called back play? The incomplete was a 2nd and goal at the 9. This should have brought up 3rd and 9. Instead of an incomplete pass, Wyoming gets a possible INT reversed, a 15 yard penalty bonus, and a 1st down, and they get it at the 4 yard line. Because refs didn't blow the play dead. They scored on the next play.

With the calm of Monday morning quarterbacking, what is the correct call?
