I have noticed a few times this season that when our opponents substitute on
defense they seem to be really milking the play clock.

It was especially bad vs Oregon. When we would sub, they of course have the right to sub as well. But their players were basically slowly jogging off. And at least once we had to call a timeout because it didn't leave enough time snap the ball. Plus it limits our chance to have any motion or audiles before the snap. I guess I'm not really sure what my point is but it seems like their needs to be a better way. The defense needs to have the right to sub, if the offense does, but they should have to react quickly.
