Admins want a clean program 1st, winning and the publicity that comes with it are bonuses…..
to the clean program comment, the bureacracy is in place to make sure the program, donors, AD don’t stray into things that will make it harder to keep the program clean.
It’s literally a governor on the program. Isn’t it hard enough to recruit and win with the challenges the honor code and admissions throw at the program….without having your university administration working against you as well?
