The first sentence under “Backstory” in that article makes it sound like the Rose Bowl will just pick the highest PAC-12
Team, and all of the same factors will not come into play in deciding between Utah and Washington. And conference championship game losers do not traditionally drop much, if at all, after losing a championship game…
