1. Is the father bedridden or has some other illness that would warrant a request such as this?
2. How old are the kids? Are any of them old enough to step up and make basic meals or can use an oven/stove responsibly?
3. Is the mother the primary breadwinner and goes out of town for work and the father is incapacitated (see #1 above)
4. Is the RS Presidency in communication with the mother and family and has encouraged them to reach out and ask for this service when the mother goes out of town?
5. Is the Bishop also aware of this and has he signed off on it?

There are a lot of variables here to consider that none of us know and we should probably slow down a bit before we jump on board with assumptions/accusations. I have no idea who this person is or their situation.
