Actually a lot of the flood control requirements for operating these dams are federal. The state has little say. They
started a pilot program with a few reservoirs a couple of years ago (Folsom was one of them) where they could actually use the weather forecast to determine whether or not to let the water out. Seems obvious, but that’s government. Before that it was just a straight requirement based on the calendar.
