Here is the answer in Utah. Seen it about 100 times. You file a police report
and depending on the officer you might get somewhere. It sounds like you have a witness in this case. They will charge the person for leaving the scene of an accident or vandalism depending on the location of the incident and damage amount. The other insurance will likely pay all of your damages. If they don't you take them to small claims court.

Let the police track the person down with the license plate number and give you an incident report. They normally don't file incident reports in parking lots but leaving the scene changes everything.

This person may want to fully comply and not end up with a major violation on their driving record.
