The snowpack hasn't dropped. It has actually gotten a little higher in the last two weeks. What is dropping is the % of
normal snowpack for each successive calendar date. The % value is dropping because a normal 2-week period in January receives more than we got in the last 2 weeks.
TL;DR version – the snowpack can grow at the same time that the "% of normal" value drops.
