I have no idea, but everything was done correctly. Maybe the head official didn't notice the game clock kept running.
This guy likely tried to blow his whistle but nobody could hear a thing so he tried to run out on the field and get attention.
I don't have any idea what was goin through their heads, but as explained by the head official, Romo, and the rules guy on the game last night it was all correct. A strange sequence for sure, but the end result was what should have happened.
Plus it ended up being a mute point as nothing was gained on that drive.
