No. I am providing some options because, again, just about anything is better.
I don't know your budget or financial situation. Don't know how much time he is outside (so how much waterproofing, traction, etc) needed. So I sent links to full pages of weather appropriate shoes that could also be considered professional. Again, just about ANYTHING is better than your proposed pair at the top of this thread.

Yes. Walking around city on & off trains, up & down hills in snow & cold. Inside about half the time.
