That assumes there is spot for those teams...
They could be "jumped" by Oregon/Washington/Stanford/Cal. Nothing is certain in realignment, that is why the analysis of "there is no risk in waiting" is largely untrue for most programs.

If you were any of those four and found out that ASU/Arizona were gone, would you still want to stick around the PAC 8 plus SDSU/SMU/Boise St/and whoever or would you be seeking an exit as well? I think most teams would be looking for the door, but there only so many spots available. If you move now, then you have guaranteed yourself a seat and likely the PAC boat takes on more water than it can manage.

I've been an advocate for the "4C" schools making their own way to the Big 12 and not letting their fates reside in the hands of Oregon/Washington and Cal/Stanford because all of those programs are openly and actively seeking B1G admittance and will not take action that will anchor them for the long-term. Moving now forces their hands, either come along and work out a deal or risk being left alone on the West Coast.

The allegiance of university presidents towards Cal and Stanford is understandable, but these are athletics leagues at the end of day. Either way, no one goes anywhere without the big fish saying so.
