Here's my wild speculation: SDSU and SMU are being brought in as suckers to hold
the bag if UW and Oregon bolt and to fund their unequal shares in the meantime.
I doubt UW and Oregon are interested in signing a long-term GOR or at least not one with significant penalties, to keep their options open. It wouldn't surprise me if this is why they couldn't get a deal done during initial negotiations with ESPN and Fox.
Amazon and/or Apple may be willing to work with that but probably only if (1) the PAC can guarantee inventory if schools leave and (2) the money to schools can be adjusted depending on who is in the conference.
In other words, the PAC needs suckers to hold the bag if/when schools leave. Enter SMU and SDSU.
