Usually a DA won’t present a case unless it’s solid.
It’s like a high passing rate for the a test. It could be an easy test or really good applicants. For criminal cases it’s strong evidence means there’s enough to go to trial.
The grand jury role is to prevent DA from harassing people with weak cases. If there’s at least 50% think there’s evidence it shows the case warrants prosecution.
