4 Mega winters (like this year) in a row would probably do it-
Projections have Powell rising 50 feet this year. It is almost 180 feet below full pool so 3 winters of the same gets you close to the top.
Mead is 173 feet below full pool and will rise between 30-40 feet this year. 3 years like this probably still leaves you 50 feet or more below full pool so you'd need 4th winter to get there.
