time students to live in approved housing, they need to make sure there is enough available. On campus housing fills up early, and with approved housing rules going by the wayside for everybody else, most complexes have opted out.

So BYU needs to do 1 of two 2 things:
1 - Build enough housing for all 1st year students (even converting Riviera didn't solve the problem)
2 - Remove the stupid approved housing rule
