USU did have almost double the home attendance of USF - 5300 for USU to 2700 for USF.
I can imagine USU being frugal here, because that is kind of a Utah thing and USU probably thinks you can find a great replacement coach for 800K to some young assistant coach hungry to get a chance.
And for Odom, doubling your salary at this point in his career makes absolute sense in addition to his ties to SE. He was making 425K at UMBC. Obviously 800K is good money but 1.6 million a year is even better money to help bring financial security for the rest of your life.
