Similar thing happened to my car in a movie theater lot, but I got the note.
The witness said they saw a car hit mine pulling into the spot next to me and drive away. I called the witness phone number. They only had a description of the car, no license plate. But there was quite a bit of leftover debris from the other car. My car had quite a bit of damage, probably $1500-2000.

I called the cops who came and checked it out. We agreed we'd search the parking lot to see if they parked somewhere else. Sure enough, I found a car that matched the description and had damage that matched. The cops said they'd wait around until they came back. After a couple hours, the cops confronted a 20 year-old kid getting in the car who admitted to the whole thing.

His insurance paid for everything and I'm pretty sure the cops didn't charge him with hit-and-run. I think they felt like they scared him enough and he learned his lesson. I was just happy to get his insurance to pay for it.
