Ironically, risk of melt-down can be mitigated by having smaller reactors
and facilities. Because it is so difficult, uphill battle to get a new nuclear facilities approved an built, they need to be made large in scale to justify the effort and investment. With a different perception, we could have smaller facilities in more places, which would carry lower destructive potential and risks.

At least, that's my understanding.
