I look at it this way. The PAC 12 needs to at least match the Big 12 to avoid
poaching. They have no chance to receive that kind of offer without a fairly long term grant of rights on the table. Washington and Oregon, and probably Stanford are probably not huge fans of that option. They would most likely want a very short term deal with a lower buyout. If I’m Fox or comcast or nextflix or whoever, why would I make a binding offer in which I would sign up for Oregon, Washington, Stanford, the entire state of Arizona, a chunk or Utah and Colorado, and potentially just end up with ASU, OSU, WSU, and Cal playing SDSU, Boise, and Fresno?

So in the end I agree with you that they aren’t making an offer that the PAC 12 needs to stick together, but the PAC 12 isn’t giving them the conditions necessary to offer more. If everyone would agree to a 5+ year GOR, then yes, this would likely be done. Contract negotiations are very complex, especially when literally 60% of what you are buying may not be there when all is said and done.
