The likely order of how things go down...
Colorado applies for Big12 and gets invited
Arizona applies for Big12 and gets invited
Oregon & Washington apply for Big10 and get invited
Chaos ensues as Stanford and Cal try to fight and maneuver their way in to the Big10, and Utah and ASU sweat things out wondering if the Big12 will go for more. I sure hope this stage lasts a good long while.
ASU and Utah both appy for and get invited to the Big12.
Big10 is at 16, SEC is at 16, Big12 is at 16, ACC is at 15 + Notre Dame. Things hold there for a few years.
Then, the ACC becomes the battle ground and who knows where it goes from there.
