expecting or hoping for a B1G offer. There just can't be any offer made by any media company. The PAC isn't slow-playing the offer process, they literally cannot get to an offer because of the UO/WA problem. Those schools won't sign a GOR. They are purposefully being silent regarding any PAC negotiations. They might not even be returning GK's calls. Everything is in a holding pattern until the B1G decides what they want to do.

In the meantime your central point seems correct — that CU/AZ have to decide how long to wait before jumping to the B12. It seems likely they won't wait much longer. But they might.
