Sure but the Oregon State program will want to find a home. Soccer is massive up there and letting Portland be the big team up there isn’t in their plans.

Equal scholarships is a myth. You can add men's soccer and not have to worry about adding a women's sport.

There are 205 D1 men's soccer programs including 50 from FBS schools. I wouldn't describe that has being "few".
