Can’t those 4 homeowners take responsibility for the road?
My in-laws live on a private road (about 1/4-1/2 mile long) with about 6 other people. Admittedly the road isn’t maintained super well but it’s not terrible, and there’s no HOA.

We do the bare minimum required by CA law. The HOA is mandated to have insurance and accounting and reserve studies.
