Maybe...it was a bit TIC, but I really do dislike HOA's that have a staff that

have to go out and find infractions to sustain themselves. I feel the same way about communities that have their law enforcement entity purchase unmarked cars and then hide them among the others and then pull over unsuspecting motorists. That's not why we have law enforcement agencies to hide and trick the populous.

We do the bare minimum required by CA law. The HOA is mandated to have insurance and accounting and reserve studies.
