The situation where someone comes away from the HC office and views
the way it is run as "good" seems much more rare than those who have had experience and view the way it is run as "poor."
The biggest reason most students who attended BYU defend the HC office is because they never had to deal with it.
The concept of the HC really isn't a bad thing, but the enforcement of it definitely needs a major overhaul.
