Why the distinction? Whether legal or illegal, the Honor Code prohibits
certain activities and that is what makes BYU a special place. Some of my most fortifying moments came at a campus where the whole student body add to the atmosphere. Simply looking the other way takes the stance of "Am I my brother's keeper?"

The fact is if the Honor Code is to be a suggested set of guidelines instead of enforced, the whole campus and student body would be impacted. I'm not for getting all churchy on CB, but BYU is a place where you can feel the Spirit while you're on campus. This relaxed approach to the Honor Code and personal commitment is a growing trend in the world. BYU is different.

And to clarify, while my sister was involved in some illegal activity, she was turned in for something legal, but everything snowballed from there.
