You are proving my point...
You are an adult married man, you know of a neighbor and member of your ward who is putting their salvation and family in jeopardy and your first reaction is to go tell someone else about it?

Where did you learn that such behavior might be the best course of action?

The Honor Code is a good Code (I think some of the dress code portions are silly, but I digress)
The application of the Honor code I might be able to admit is good, but it has some major flaws in its structure, mainly the tattletale component. It could be a better system if that was extracted to get to the real issue..which is not abuse...but rather personal accountability and responsibility.

In practice regardless of the system, it will have errors because humans will be involved, yes, and some would abuse a better system than the one currently in place.

In addition to the systemic problems of the current system, it is obvious to me that it churns out people that think that you solve peoples problems by tattletelling.
