I believe the part about garnishing wages is a major clue that it is a scam.
They have to win a case in court to garnish your wages. I know it says that you have one month to reply but this isn't how these things normally work.

I'm guessing they'll hope you'll respond to their email and they'll claim you can settle out of court for a fee.
