both. Utah cities would be much nicer if they had some half decent parks. Utah certainly has some nice natural beauty--I'm not saying that.
But seriously, we're talking about one city versus the whole State of Utah here. And in the area of city parks, Spokane far and away has what would be the nicest city parks in the entire state of Utah in River Front and Manito. There is no debate. Heck, Comstock and Audobon equal anything I've seen in Utah.
