The memo emphasizing it was released two weeks ago, but the rule was around last
year. The memo even indicates that it was a 2013 rule. I remember when Bronco unveiled the jerseys, there was discussion that it was against the rule. I guess maybe that's why they're emphasizing it now, because they didn't do anything about it last year.
