Simple elimination
Take your device in question and connect to another known working wireless network. If it works well, clearly it's your router/ISP. If it does not, then your NIC on your device could be failing, or perhaps you have malware, or perhaps your network settings are incorrect... There's a lot of potential issues in that scenario.

Just need to eliminate possible culprits step by step to track down the problem.
