This is in my opinion the real issue. The government is deciding for the parents
and students what their level of support should be and is rewarding lack of planning and punishing planning. So what if the kid has a parent who has planned ahead. The parent and child are now being punished for a parent's planning. If a child is an adult, which I'm told is 18, then it shouldn't matter how much the parent has available. The child for all intents and purposes is emancipated.
