when a conference says to a program that they must meet certain benchmarks within a certain amount of time or face removal from the conference. They could do this with some of these candidates that don't have P5-like facilities, and/or that have pitiful revenues right now. It wouldn't apply to BYU who is already running a power program outside of the P5 structure.
