Amazon has a payment service similar to, for example, Paypal, through which you could send payments to friends and family. You'd fund those payments with a credit card. So, to easily meet your minimum spending requirements, you would just transfer $4,000 to a friend using Amazon Payments, and the friend would either transfer it back or give you cash, and you would meet your spending requirement. Google Wallet is a similar service. Credit card companies disallowed payments using those services from counting towards minimum spend requirements. But, if you're making purchases from Amazon, that's a different thing and it will count towards the requirement.
