You clearly don't understand how this works.
Steps:
1 - The packers already passed on him for their 53 man roster.
2 - all the other teams "in order" have a chance to claim taysom to their 53 man roster. (Why would GB do this if they just release him?)
3 - if not claimed TO ANY TEAMS 53, Taysom can then sign with any team for practice squad (likely GB)
